解决办法：
查看禁用， 发现com.fortinet.fctct，com.fortinet.fctservctl，com.fortinet.config 的禁用状态是ture，改为false后重启解决。
执行查看
launchctl print-disabled system
执行修改
sudo launchctl enable system/com.fortinet.fctservctl
sudo launchctl enable system/com.fortinet.fctctl
sudo launchctl enable system/com.fortinet.config
