据悉，贵阳市政府在海信的帮助下构成了以“一个平台、十大系统”为一体的智能交通管理体系，是全国首个高清视频监控项目。该系统包括了视频监控、自适应信号控制、交通仿真、非现场执法、交通信息实时采集等多方面。在平台的协助下，交通拥堵会被流量检测系统、卡口系统自动实时的检测着，一旦突发拥堵，系统触发两种操作，一是上报指挥系统，派出警员执勤;二是下发信号控制方案，自动调整拥堵区域的红绿灯时间。从突发拥堵的发现到警情响应，时间从20分钟缩短到5分钟，有效提高通行效率，缓解拥堵。
